What does this actually mean?

"Damage caused to the film's unique polyurethane surface can be restored"

Does it mean if the surface of the film is scratches it would heal/restore by itself or something?

Hi, again, precise info from SPIGEN SGP =)

The FLEX HD is made of a softer almost silcione/rubber like material2 that is difficult to scratch to begin with. However, if the film does get scratch, it will be restored in the sense that it would look more like a dent than a scratch3. Of course, it will not restore itself completely, but the material of the film will stretch and try to fill in the space4 where the scratches were made. It does not been that it will be completely restored and look new.
