well, if you understood the storyline well...the people of Gotham is weakened, they do not have faith or hope to fight Bane and his people. Take for example the police man (Foley) who choose to stay in his home rather than out fighting before the bomb exploded.
That's why Commissioner Gordan wanted to be on the TV after he came out of the hospital. Its what Batman stands for too...an icon of hope. That symbol puts hope in everyone (including Foley who later decided to come out to fight). Added on July 30, 2012, 12:25 ambtw, I checked...yeah, the suit in TDK and TDKR is actually the same.
