Can JPJ simply cancel/void a driving license issued by another country?

All your SG record are computerised, With your NRIC/FIN number alone they can check your license status without looking at the physical condition of the plastic card. So a damaged license (with a hole) does not means you lost your driving rights. Just get it renew at traffic police.
