Without a clear footage of him broken the unit or stealing, footage of him going in n out will not put him in jail.
Yeah, probably, but with cctv, they will have a video footage showing how the person look like, the body built, the type of shirt, the size, the race, male or female, a group or alone.
all these details is way better than nothing. The face may be covered but it will be an evidence of what happened and what to lookout for and for the police to crack the case.
Plus, I think thieves will think twice before trying if there's cctv.

Kudos for the approval to install the CCTVs. The crook may disguise him/herself to fool the camera, but at least it may capture which unit the fella escaped to.
