You may to try Step 4 a lot of times....it needs a lot of patience. You need to switch off your Internet connection around 1s before you it says no update. I was about to give up last night, until the very last try, I got the new update prompt. The reason behind this method could be due to Microsoft's way of distributing update. They are implementing "throttling" update, which means only selected number of phones (means random) will get the update prompt. This number will be increased from time to time. If you notice the first time you do Step 3, Zune will pull around ~500KB data before it says you do not have update. I suspect the server is sending a flag (at the very end of step 3) to our Zune to say it does not have update, when in fact it has....just that they are randomly sent.
