If I'm not wrong from my trial and errors, by changing the agent.DB for the battle.net folder it shall lead your launcher to have the download progress bar but it will stuck at "initializing" (well that's for my case just now) after you change the agent.db in diablo III folder as well it shall start downloading, but before that check your "Task Manager" if there is agent.exe running in background, if it is running end task it.

I had the same problem. Were you normally playing in Americas region? Go to your option and make sure it is currently selected the correct Region.
