Slightly smaller. Look to JPN's website for sizing information.

AFAIK, most photo shops just treat them as them as the same size. Back in those days there were only two photo sizes: passport and license.
However, JPN have been taking their own photos digitally for many years now. So "IC photos" don't exist anymore. These days jpn do not want you to bring printed photos. IC smaller.
Passport bigger. But nowadays, when people say IC size photo... you can just use passport size photo. They will cut it for you, I guess this is for the access card... |

for Uni forms, no need to be so exact. as long as got ur face photo, blue background and standard size, is considered okay already. they wont reject ur application because ur photo is smaller by few millimeters... |
