Current confirmed list of changes in Patch 1.03:
  • Wizard: Casting "Magic Weapon" will show a buff icon
  • UI: Action bar lock will be added
  • UI: The size of the text in the chat can be changed to accommodate larger screens
  • Auction House: A checkbox for "Show buyout only" will be added
  • Auction House: Ability to sell damaged items. Item will be repaired automatically for free for the buyer
  • Multiplayer: Friend's current difficulty will be added.
  • Multiplayer: Filtering ability to filter difficulty and level

I changed the language to ENGLISH then it appeared.

No, it's not the English (South-East Asia). That one will not give you the notice. You have to select the one with "English" only. If you don't see the one with "English", then get the US installer from Battle.net, and reinstall the game. You don't have to redownload, just copy the MPQs in your current folder, and change the enSG in the filename to enUS.

That's because you're using South-East Asia client. Use the US client if you want update fast.
