To create a hill. Best use foam to cover below or use stone to save soil cost. Will foam rot away later?

use stones. foam can easily float if not water soaked enough.

hafiz: if your tank is 2feet, best use with japanese hair grass. dwarf hairgrass is longer and it might covered up your whole scape. unless you have a huge rock in your tank (which is not possible for 2feet).
