I dun think the stupid gomen allows Calvary to build the Church if not becoz of the special status
The International Zone is the gomen trying to create an area which suitable for foreigner to stay by providing all the necessity for them.
In this area, the freehold title has restriction in interest

Try to apply to build a church else where fr the current regime, see whether they approve or not?

Kuala Lumpur has designate four areas as International Zone and these areas include the City Centre, Bangsar -Damansara, Jalan Ampang - Jalan Tun Razak - Jalan U-Thant - Jalan Damai - Jalan Semarak, Titiwangsa and Bukit Jalil. These international enclaves do not merely serve as residential areas; they also function as key commercial areas, offering quality offices, entertainment, fine dining, shopping, and tourism based activities such as medical and educational tourism.

The list has been amended recently, originally when the gomen zone this category in 1992, there were only 3 areas I.e Damansara, U-Thant and Bkt Jalil, I believe the origin target are Western / Japanese when silver hair programmer took place.
The new list comprises of KLCC, Semarak Titiwangsa shd be for middle east immigrants
