As we know, Diablo 3 features RMAH (Real-Money Auction House) which allows player to sell their items using the Auction House for real cash, here's

And every items that are sold in the RMAH will have their profit deducted.

- 1USD will be taken out from the total sale.
- 15% of the profit made will be deducted as a fee of using the Auction House.
- Another 15% will be deducted as for using Paypal.

In the end, the profit you've made will be about half the amount you actually sold for.
Before you go on, I think you might have made a mistake here. Blizzard will charge you 1USD for any item sold, OR 15% of the profit on items such as potions, materials etc. Its not 1USD AND 15%.

In the real-money auction-house, for equipment such as weapons and armor, a fixed transaction fee will be deducted from the seller for each piece of equipment successfully sold. This fee is assessed only if the item is sold. For commodities such as crafting materials, gems, gold, and other “stackable” items, a 15% transaction fee will be deducted from the total sale price.

If you sell equipment, you're going to be charged 1USD for the transaction fee. There is no 15% on top of that. In the event that you decide to withdraw money to PayPal, then yes, you will get charged again.

Yes. You're only charged if the item sells.
