Why does a CC need license to run Dota2 when it's announced by valve to be F2P?

For now, beta DOTA2 is F2P, the CC maybe a bit grey area. Need to wait DOTA2 is fully released then maybe they can determined the licensing for CC. |

spiritbreaker's charge doesnt put an icon at the top of an enemy? or is it if you're same team as him then you can only see it while the enemy wont see the top icon?
