It depends on your overall build.

You need high DPS and LOH if you wanna dual-wield in A3/A4.
100K+ DPS and 1000+ LOH should do you fine.

Hmm, 100k+ DPS is impossible for me. As i do not have enough budget to make it 100k DPS.
I only have 20mil+ in hand to spend on a set of gears. =[
Kinda sad.

LoH is overrated.
If you have High DPS,CC,C.DMG, just get belt with lifesteal. Much much cheaper than weapon with Loh.

LOH scale with IAS not with dps.

While lifesteal% scale well with dps. The higher the better life sustained.


EDIT:

In other words, LOH works really works well with tank build while lifesteal works if you have really high dps.

Not to say LOH doesn't work, but lifesteal outshines LOH at later stage.

I'd say go for LOH if you don't have high dps but tanky enough.

Life steal (combo with high DPS) and LOH are good.

Beside these, I found using bash (pulverize) in A3/A4 gave me better LOH than Frenzy.
Cleave was the worst.

Yeah, having them both definitely better but also will hurt trying to go for budget builds.

I gave a read on the link posted by Currylaksa(nice find btw), and learned more bout LOH which i didn't know beforehand.

I'll just quote it here,

And apparently frenzy only heals 75-80% off LOH.

For budget builds it's definitely better to mix it in with life regen which can be found on more items and is cheaper than LOH which has been mentioned

I know times have changed and all, but back in the day, it was generally considered a good idea to not stand in poison/flames/desecration etc. If your healing<damage moving helps.

My opinion,
ACT 1 need around 500-600 AR, (chop like vege need 800 AR)
ACT 2 need around 800 AR.
ACR 3 need around 900-1000 AR.

If you have LOH or used certain skill i guess might be OK with lower AR.
