i know the min. income requirement is RM36k, however is it necessary for the basic income to be min. RM3k?

i received my statement last week.
and they placed a leaflet with the offer of 0% installment plan to buy cellphones from a certain merchant.

what i wanted to ask is would the merchant charge any fee on top of the advertised price? cos it's not stated in the leaflet.

anyone knows?

does ocbc have a list of merchant for 0% installment plan?
can't seem to find that on their website.
