Numbers 7 and 8 is 03

02 or 20: from China = poor quality
08 or 80: German = good quality
01 or 10: from Finland = good quality
00 or 03 or 04: from the original factory = excellent quality
13: from Azerbaijan = poor quality

is that true?

That only for OLD NOKIA phones.
