Strange, i don't see anything. Just the two message on the screen. Downloading and Do not turnoff target screen.

Yes rooting and even flashing non local official rom ( without root )  voids warranty
But my past 5X experience last 3 years with Samsung Service Center, they never bother about phone/tablet rooted and flash with cook rom. Warranty is still provided FOC. Once I help send in my friend Tab ( booting up with yellow triangle ) and warranty still FOC
Several Note, SGS II and Tab users has confirmed similar experiences claiming warranty FOC on rooted/flashed phones
However the SC still reserves the right to void warranty if they so wish to

I think this panic started because Cham flash his kernel LPY ontop of Cyanogen9 rom and hard brick his phone
Chainfire warning again points back to Entropy warning. So as a user, we should weigh it ourselves the risk. I quote Entropy words

Damage is not guaranteed - it may only affect a small percentage of users, but even a 5% chance is far more dangerous than the effectively 0% chance of hardbricking due to kernel bugs in safe kernels.

Kernels that have been confirmed safe:
All known Gingerbread kernels for the Galaxy Note and other affected devices listed above
Kernels built from the GT-I9100 Update4 source code release - this includes XplodWILD's CM9 release and my DAFUQ release, hopefully more kernel choices will become available soon

If you are running an affected kernel:
STOP USING IT IMMEDIATELY. FLASH A SAFE KERNEL USING ODIN/HEIMDALL.
DO NOT wipe in recovery
DO NOT flash anything else in recovery
In general, DO NOT use recovery at all

Hmmm... I can't even find the pre-rooted German ICS rom anymore. Apparently they took it down because of the warning. I suppose that means there won't be any new custom roms (it may be a different story for AOSP/AOKP roms since they are on a different kernel) coming out until the problem (I don't know if it's a real problem or they  are just being overly cautious) is solved.
