I try to tin the tips as soon as the iron can melt solder however the tip still burns out. I don't think its the soldering iron temperature because the temperature is only around 400deg. Is this due to low quality tips?

You have to clean the tip EVERY time you want to solder. Get the solder temperature up, clean with wet sponge / brass then only tin the solder tip.
