I have some question about how & what should put in the clear holder.

In summary,
the order I arrange my clear holder are
Resume -> Testimonial -> Uni's academic results -> Secondary sch academic results -> Secondary sch extra curriculum's certificates-> Uni's extra curriculum's certificates

but few weeks ago, I went for an interview. The interviewer only take a glance at the Resume & Uni's academic result. She didn't look at the rest.

My questions are
What is the most suitable order to put those certificates in clear holder?
Usually, what are the interviewer looking for in the clear holder?
