I like your idea of including the water fountain formation as a foreground interest to the main subject, the Twin Towers. Composition wise, I think this is pretty decent. Not sure if you could move back a bit to capture the reflections of the water fountain as well.

I noticed your settings were f/2.8, 1/50 and ISO800. Actually, you could have tried shooting with a much slower Shutter Speed in order to use a lower ISO as the picture is quite grainy plus the fact that it is a nightscape, making the noise a lot more apparent. As you're using a UWA lens, you can pretty much handle a slower SS, the rule of thumb should be...SS= 1/focal length, so in this case, you can actually shoot at 1/12 sec shutter speed and probably might get a blur-free shot But for myself, I'd just stick with 1/25 since I can easily shoot at that exposure time. Therefore, you can use a lower ISO which is ISO400

Anyway, I would usually advise on shooting with a tripod so that you can minimize noise (use lowest ISO) and narrow down on that aperture to improve on sharpness and minimize colour fringing.
