Can't attack/steal from/kill npc indiscriminately makes it less of a Scroll game.
But if they let you do that, then a lot of players will be hunting npc instead of mobs.

And with all the npc chasing criminals, I doubt we can stop them to take any quest from them (This npc is in combat--- yikes!). Unless... they make it WoW all over... then no thanks. Had too much of that in a lifetime. But I do want to see NASA's collaboration with Giant's moon program in the mmo.
