That refers boosting to get prestige faster(most cases), weapon's gold camo and get nuclear calling card and metals (such as warbeasts, swarm kills):

Case 1: Needs a friend at opposing team to 'kill' each other, deploy tactical insertion so they spawn close to each other, most cases especially in hardpoint since give you a lot of exp when kill at hard point, if not hardpoint, they stay at less crowding place to camp and kill, you won't see this much in tdm.

Case 2: Spawn Trapping (can be easily done in Nuketown 2025 since small map, and is free now to all)

I don't see them boosting right now, I think they are feared will be banned for boosting.

I don't think it is necessary be at own lobby, boost works in any lobby, just some teamwork and own team voice chat.

I might guess 'lobby' referring to very own voice chat like skype other than BO2 Voice Chat.
