Can any NETWORK literate tell me what is the problem with this situation:

Internet CONNECTION is only available when there is phone activity (eg: phone being picked up) and it will disconnect when i put down the receiver. If i put down the receiver, ADSL light will keep on blinking until i pick up the phone -.- ( i dont need to make any calls just pick up the phone and put it down..) i have to do this to have a stable connection, if i forgot to pick up the phone -.- line sure drop..

My line status (this is only for downstream):

Noise SNR: 21 dB - 25dB
line Attenuation: 28 dB - 30 dB
output power : 12dBm

Downstream line rate : 2042 kbps
attainable rate : 6048 kbps

any help is greatly appreciated
