If wrongly capped, after make a report, the speed is still not back to the "normal", what should do after this?

i made report on yesterday(this is the 4th day im suffering slow download/downstream). to both TM, and Streamyx....i arise my problem on the other thread, but i think i wil make another 1 here, to get more ideas on this..this is the screen shot..
check the bandwidth test from tm website, only get 194.4kbps... far below of 512kbps (RM66 package) Attached thumbnail(s)
