just contacted TNB,

One copy of your Identity Card
One copy of your Sales & Purchase Agreement or Tenancy Agreement
Deposit: two months of electricity depending on the type of premises – to be paid by cash or cheque (my case is RM340) -- Deposit not transferable from old to new owner
Processing fee of RM3.00
RM10.00 for stamping


Stamp duty can be purchased at kedai TNB..
