Yes, you can do without involving your previous owner.
If previous owner paid extra or still got unpaid amount, TNB will deal with them and NOT you, because previous owner paid deposit to TNB previously too.
I haven't do it with Indah Water, no time. but done with TNB (around Rm250 deposit) and Syabas (RM150 deposit).
Need time to transfer ownership, my one took bout 1 month+.
I haven't really move in yet, so under PR state, free water most likely. and for TNB, if less than certain amount you don't have to pay too.
Of course after you done with ownership transfer submission, just inform your previous owner as we have to respect them too.
If you previous owner cut the electricity and water before you get ur house key, not need inform them haha!
