no dude, i think you either understood him wrongly
because once you start a download, if its halfway and u cancel the download
the next time u try to download it, you don't have to pay for it again
it's recorded as purchased once u started downloading it
for your instance, you didn't start downloading it yet, so that's why not recorded as purchased.

next time you try to download it will still be free, recorded as purchased already
