tegra 3 is using 40nm process. if s3 comes with 32nm, theoretically it will consume less power than tegra 3

how about the GPU they are using ? still mali-400 or the new one ?

Samsung S3 with Exynos 4 Quad 32nm 1.4Ghz will be hard to beat. Hopefully all these leaks will materialized on May 3rd.
