Have you tried the airflow diagram as below. Blue for intake while red for outlets.
*
is that a standard airflow or i need to change the fan position ?

The most important part is front intake, top exhaust. Fans on H80 best to be installed blowing out immediately and not blown into the case.

but right now im not putting the side panel yet did the air flow still important even im not putting the side panel ?

What were you expecting with idle temps? Blame ambient temperature + OC
Under normal conditions, OCing will also lead to higher idle voltages, which in turn lead to higher idle temperatures.
*
right now im not oc yet...haiyoo

Even so, 40c isn't a dangerous temperature.

i still wonder why my temp is so high...i already reapply thermal paste twice, i ask alot of ppl they said they also using h80 and the temp is 36-38 ...without airconditioner

Maybe your ambient temperature is 2c higher, so normal for your temperature to be 2c higher. Also, you may have stuff running in the background, using small amount of cpu (1-5%) which can also contribute to a little bit higher temperature.

what about the high speed level fan at h80 ...it seem like not function at all...

What does not function? RPM reading? Your fans are connected to mobo or power supply?
*
the fan is functioning well...the speed also working good...there have 3 speed on the h80 controller...but when i put it on the level 3 it seems the temp still dont want to change to low...its the same temp even i put it on the level 2

Don't worry so much on your idle temperature. As long as it isn't 50-70 for idle, it should be fine.

What ram are you using? If it has XMP 1600, go bios and load the XMP profile (not really sure how to do - check manual or do internet search)
