Oh wow, I'm actually surprised there are new people coming in here.
If you're tempted to try out the game and all that, there is an English patch for you somewhere in the internet(ask Google) to help you. The patch translates nearly all the UI in the game, stuffs like items are server based so that won't be translated.
And well, I wouldn't really suggest to join my Team anymore since most of us are inactive anyway it's better to join ultima's(plus he has a team room too). Only ones that are always online in my team is well... either myself with a friend or two and AbelNox. It's only recently that I got myself playing this game again, I took a long break from this game before this(like a month or so).

And yes you can, it's the 3rd option I think ? In your patch window, where it'll open up your options window. That's the only place where you can set your graphical settings etc, god knows why.

Basically, SEGA has officially IP blocked everyone outside of Japan from registering SEGAID for PSO2.
But whoever has already registered before the change, will still be able to log in to do whatever you wish to do. This is to get rid of the botters/hackers etc etc.

Anyway, not too long ago(like 10 days ago) I've started my PSO2 stream for the lulz. Any questions can usually be directed in the chat and I'll reply via voice or directly through the chat.
Weekdays I'm usually on after working hours 8PM or so until 1/2AM. While on weekends I'll be up almost all the time so...

Might be taking a break from this game for a bit, been playing too much in such short period of time.
Current content patches doesn't seem to get me interested at all. Also, can just refer to my stream page(link in sig) if you want to know I'm playing it or not.
Not sure what that Error code means but maybe Ship 4 is currently full ? I'm not sure but have you tried to create a character in other Ships just to see if it works ?
It means no response from server; apparently the same error you get if you're disconnected from the game.
I've tried adjusting the Windows firewall and the built in Router firewall, but to no avail. The error still keeps showing up on cue every time right after I pick a name and finish creating my character.
Haven't tried creating a character on other ships yet, but it doesn't look like Ship 4 is full or anything either...
That's certainly a very weird error, maybe you can try on other ships just to try. Have you tried to do it on your friend's PC or what not to see if it works ? (To check if your connection might be the issue)
Else I got not much ideas left, try checking pso-world forums to see if anyone else have the same issue as you ? Or if all fails, ask Uncle Google ?
As a unifi user as myself, 9/10 you'll have zero delays because of the way the game is coded to be. Which is damn bloody good IMO, the only time you would feel the lag/delay is when the servers are screwing up which also means it's their problem not ours.
To clarify a little on what I mentioned above, everything you see/experience in game are all moving locally in your PC. The only thing that needs the server to communicate with you is the Players moving around in the map. When I mentioned moving locally in your PC, it means that whatever you touch or get hit by anything, you will get it.
Basically in short, when you hit something it will send the data to the server that you've hit the target then it'll send the data back to you showing the damage on screen. You'll feel the lag when you see the damage not showing up at all but of course don't stop and not move because as I said earlier, if you do get hit in YOUR SCREEN, you will get hit regardless despite the PC > server communication is being delayed or whatever.
Edit - To add on to what ultima mentioned about lag in lobbies, its basically like every other MMO out there when you see countless of players in one town where your PC just lags trying to render out all the characters at once. That kind of lag is unavoidable.

Okay I get it. It's kinda like how dragon nest was coded as well. There are pros and cons for this but regardless, if it's laggy, then I may not be able to see it. But in case of extreme latency issue, I hit the mob, but no damage, I dodged the attack, but still damage registered on me.
I kinda get it. If there's low latency then the server must be located nearby?
Yeah, it's kinda like whatever you see on your screen happens it will happen regardless. Just that the numbers/damage will be coming out in stacks later on due to lag(if there is).
The servers are in Japan so the latency are usually around 100-200+ms as usual. Though in comparison I'll prefer the distance between us to Japan rather than to the US servers.
