Help!eBay fraud!

The situation is like this,after I banked in into his account,he is like evaporated,I couldnt reach him afterwards,no matter I call/email or sms.
Then I found out those POSITIVE rating he got is actually from 3 different accounts created on the same day,I am very frustrated why people can do this kind of thing by just cheating ppl's hard earned money
What can I do?

Has anyone of you encountered like this before?I am sorry I don't know this thread should be here or not because to me it's a real world issue.
Why on earth can you simply bank in your money to someone you don't know and to a seller who only got a few so called positive feedbacks?
