Just starting to use SwiftKey X keyboard and it's really forgiving on how I type as I used to on iPhone...I really like it but they haven't got Chinese nor Japanese input yet.. Any recommendations besides this and Go Keyboard??

IMO, the scanning remains because it's how wifi works. You don't expect to be just in your house... You'll carry your phone to go anywhere. If it's in an enterprise environment, 1 wifi router really not enough to serve the whole building, which is why wifi is scanning all potential spots which you have/havent save even you're not connected to it, but to be alert and connect to an available network inside the building whenever you're out of reach of the current one. For PCs they will act differently since they have profiles like connecting at home, office, public places etc.
