Brakes don't always immediately lock when your press it all the way, the friction between the brake pad and the disc have to overcome the momentum of the wheel first then only it will lock. This means that the wheel must slow down enough then only your brakes will lock. If you brake hard for a fraction of a second, it might not be enough to completely overcome the momentum, that's why it will not lock. It is easier to lock on the wet road simply because on a dry road, it takes less energy for the tire to roll than to skid, that translates to less momentum loss on the wheel, hence harder to lock the wheel. On a wet road, there is no difference in between rolling and skidding, both will result in the same rate of momentum loss, hence the wheels will lock easier. Pls ignore if too confusing

After the police took picture at my car, the stupid taiko jaw dropped, confirm not my fault. Clear cut hard evidence. Suddenly the taiko become nice and start joking with me. Fuking hypocrite. I find out the student was not summon at all. I told my insurance panel fixed slow2 so I can claim Loss of Use RM 30 per day. But got my car back in 10 days coz the workshop is overloaded with cars. NCB no effect since confirm not your fault. In the details police report, it will verify that the accident is not your fault * BTW I took LRT to work , RM 4 per day. Loss of use claim RM 300 masuk poket. Thanks for sharing.
