It depend on the manufacturer selection of GPU cooler. Some that uses custom cooler can overclock higher than reference card. But it don't mean reference card cannot overclock, just the heat are not dissipate quickly compare to such cooler.

That CPU is Ivy Bridge which are not yet released to public. So no official benchmark available for that Ivy bridge CPU.
