I can tell u that when a girl is at her weakest (e.g; just broke up with bf, relationship problems, etc), she's most vulnerable and in need of a crying shoulder. This is when u can really approach her, but do keep in mind that after this whole issue has gone by, she'll be very very very attached to u & u'll be suffocated by it.
