figures on brochure can be understated or overstated depending on manufacturer.

The Saga 1.3 FLX has a 0-100 of 14.5 sec printed on brochure, but on youtube there's already one doing 0-100 around 13 sec.

if everything is based on brochure spec alone, then those car magazine like EVO, Autocar etc don't need to do head to head shoot out already.

Furthermore manufacturer normally play around with different variables to obtain their desired result, including the "6% powerloss part".

I'm not against the City in this case, but there are something not very right in the way you put everything into judgement (based on brochures spec alone).

but then my point is, you cant just pull figures from the brochure alone to compare. Best way is by getting three of these two cars without any single mods on them and strap them on a dyno and get the average figure.

Who knows, the City 0-100 figure is maybe tested in the factory using 185/60/R13 tires.

that depends on the type of leather used. Good leather has better breathability than other types of leather. Most of the cheap leather seats in cars are made from bycast leather, which is a little bit of leather mixed with PU, hence it traps heat.
