Because it was a live stream capture. They didn't release that as a normal episode.

You are missing the point of Hyouka. The novel was created in style of British style mystery, but with everyday slice of life mystery instead of murders and such. Unlike the usual story of US mystery novels, the Brits usually writes their novel in a laidback manner, preferring a closed room mystery of investigating instead of action and fight. This can be seen even in modern Brit series, like Midsomer Murders which if you are not used to the Brit style might be boring due to all the dialouges. For Hyouka to actually capture this quirk is in itself quite an acheivement

I'm more interested in lying back drinking my tea while watching this, if you're talking about being laidback.

There were too many expectations of something more energetic happening, but the motif of the show itself isn't supposed to bring that feel. The first major indication of that is the very existence of Oreki as the protagonist and his motto.

So relax, lie back on your chair, maybe with a cup of tea, and enjoy the show as it unfolds.
