Deleum Bhd..they have many subsidiaries, one of them is Delcom..a sole supplier for Solar Turbines in Malaysia..which i can say the company is well established. I used to liase with their P.E before, and basically their scope will be as per below.
PROJECT TENDERING - Prepare Proposal for bid submission.
PROJECT TECHNICAL - To anticipate and resolve technical problems like installation/interfacing issue.
Coordinate and monitor Client Queries.
PROCEDURE DELIVERABLES - To monitor and update Procedure and QA Register.
Coordinate and ensure relevant documents are correct and have been proof read before submission to Client.
QUALITY - Coordinate planning matter.
PROCUREMENT PLAN - Coordinate and monitor procurement and material delivery plan.
CHANGE ORDER MANAGEMENT - Initiate Change Order’s as and when required and manage it
WORKS PLANNING - Monitor and drive Project progress. This will include arranging Factory Acceptance Test (FAT) and offshore Site Acceptance Test (SAT)
HSE - ensure compliance/ monitor HSE progress in the Projects
DRAWINGS DELIVERABLE AND REGISTER - Monitor and manage project quality compliances according to standard, specification and project specific procedure.
So, as a P.E, you will be focal person and a representative/spokesperson on what ever issues, in this case if the Client Purchase a Gas Turbine from Deleum/Delcom, you will be the middle man between Client (Petronas ,Shell etc) and your subvendor which in this case the Manufacturer of the Turbines, but the responsibilty is still under your shoulder. You will not go into detailing of the Engineering activities but you need to monitor the progress and knows the surface engineering. GOOD COMMUNICATION SKILLS is a must, and you must posses a high ability to withstand the pressure from Client. These two are the essential skills since you will be attending all the meetings from the Beginning (Tender Stage) untill the end of projects (Commissioning Stage).
