Is it possible to Change / transfer the ownership of these units from one person to another without resorting to disposing the units and the other person purchasing them again from pool?

Why those 3 states and on selected days?

If person A has some units in his passbook and he wants to transfer the units to person B (perhaps transfer to a family member FOC) can this be done without resorting to person A selling the units off and person B immediately purchasing the units, whereby the chance of repurchasing is slim.

The fund grows organically due to dividend reinvested. if people do not withdraw the dividends, it will keep growing and growing, so the goverment do not need to launch new funds as the existing funds grow each year..unless they are in dire need of $$. correct me if i'm wrong.

I have the personal opinion that:
Having a racial quota system is fine as it gives ALL races the chance to invest.
- If there is no racial quota system, all the units will be 'sapu'ed by any economically well off community within matter of hours/days and deprive others (who are equally keen, but simply need the time (to come up with the cash) to invest.
- Everyone wants a piece of the economic cake, just that some communities need to have the hard cash available to buy these units. Eg. The indian quota was only recently filled up second quarter of 2012, it shows that they are very keen to invest, but they only needed a bit more longer time. If there was no racial quota, the indians would be deprived from investing.

Perhaps,PNB may open up to everyone (after a reasonable number of years) when a particular racial quota has not been filled up after a very long time.

I think that AS1M holds to the 1 Malaysia spirit.
