This is what my company does currently; if we are chosen to handle the entire project, then the design fee is still charged but at a discounted rate.
If it's just design only, it normally depends variables like the complexity of the design, amount of 3d renderings required, submission drawings(if needed) and the amount of minor or major amendments allowed.

As a reference, we did a RM 140k project for a 1,400 sf condo just before cny and the design fee quoted was RM2,500.
