Had this problem in mine many years ago.
Turned out to be a wiring problem. There's a bush within the steering assembly to coil up the steering contols' wiring as the the steering wheel turns (so that it doesnt tangle).
Insulation in the cables got stripped due to friction, causing a short -as so happen was the horn.
