Hi jerrywll78, the main use of these light is for germicidal used, that said is it widely use as a replacement for aquarium UV light as the normal UV light lifespan is around 4000 to 7000 hours, there after the UV light will loss its Uv strength but from our naked eyes we will still see the blueish hue.

Some use it as a air purifier as it is highly effective to kill airborne germs.

You can use conventional ballast which is the same ballast as most fluorescent light is using or you can use electronic ballast, a 20W of both type will do.

*** Edit ***
No special ballast is needed.

You are not suppose to be in contact with the tube when it is on as it emits UV-C and it is harmful to your skin.
