Uauuu,you have Line attenuation 60dB,3 loss of signal(but is that second?).You have problem,it can be from cable from DSLAM to Modem,PBX to DSLAM,
couple in phone distribution cabinet,or DSL spliter is gone,it dont separate the frequency for Voice range from DSL range.SNR margin is a statistic which can not help you to solve the problem. So Call on your ISP to test the line with loop tester.

We doing the test first,than if problem is in customer,we explain to him what to do .
