i don't think the upgrading process is lowering your SNR margin. it may be due to other causes such as DSLAM error at the exchange, phone line got struck by lightning, line card error (at exchange), port error, phone line quality drop and the list goes on and on...

11dB and above is quite okay.. infact, 11dB is the minimum optimum SNR margin for modem sync and speed.. the frequent dc must be due to DSLAM error or line error..
