How bizzare.

I've opposite situation as yours.

My car water temp will raise when I'm in traffic Jamming, it will raise up until level4.5.
It immediately falls back to level 3.5 when I leave the Jam zone and speed up to 75kmph, and never ever raise temp beyond that speed. ):

Thinking that your problem might be the thermostat being not healthy?
