nope, u need the ce upgrade. if the 33% discount is applicable to both the normal + upgrade, then after discount would be $26++, so still cheaper than steam, which is $29.99

no, what it means is with $29.99 standard edition price, now you can get ce for that price too. so is something like a free upgrade to ce version but you only pay standard edition price.
