If you paranoid that valve will do something to u, u can ask the seller to send as gift instead of trading. Valve has a record for every trade u've done. So, if someone trade u a games and u give nothing, this might sound suspicious. Valve oso cant do anything if someone gifted u a game. They dont know if that guy is your real friend or not
There are certain games that bought at Steam russia will be in Russian language only, like Max Payne 3, Witcher 2, etc. In the game description (in the invetory), it will tell whether its for Rest of World (ROW) or Russia only (RU). Anyway, you can change M.P. 3 language by changing the language files.
Another thing is, any RU game in the form of gift (tradable) can be activated by anyone for the Rest of World. The problem is if you are going to activate Russia CD-Key from cd-key seller. IINM, you have to set-up VPN (didnt found any free trial VPN with RU server) in order to activate the game. I heard u need to repeat the step every time to play multiplayer
