bro i used to got the same problem as you when installing steam on my laptop
then i used this method without the need to reinstall steam.

I don't think it would drop below 75%. It has been on discount countless times, and its always 75%.
I see both as $4.99 though. (Canada here.)

Those beta player got chance to get the dota gift which can trade while dota key is not allow to trade.

gotta say it is a great idea to release game episode by episode, make me feel like chasing a drama while let me have my say in the story.
