They are the same silica gels, but packing sizing is different.

Yes they can be used to keep the surrounding air of various items dry and moisture free.

The silica gels can be recharged to have their moisture absorption capabilities restored. Over time the beads of silica may break down as they are used and recharged. The granules will break apart.

Even if you put too much silica gels in one space, nothing "bad" would happen. It would better assure that the humidity level is at its minimal.
