Provided his performance is outstanding (produce high quality journals), a master candidate without bachelor first class also can apply to convert to a Ph.D candidate.
I went to a Postgraduate fair on 2010, I had been told that NUS, NTU and some other England world top ranking Universities also accept fast track program from degree directly to Ph.D., provided you get first class (with CGPA more then 3.70) from a recognized University.
