The RM10,000 will be allocated to pay for your recurring semester fees, you will never see the money as they pay directly to the university for Masters level. But if there is still any leftovers from the RM10,000 fund you can ask for some money to help with your thesis (max RM3,000) once your proposal has been approved. So yes the RM3,000 is part of the total RM10,000. In order to get the biayaan you need to secure a place in a local institution first for a program approved by the ministry. It's easier for you to go directly to Putrajaya and ask them (if you can), there's a counter at the lobby for pertanyaan. Good luck and apply as soon as you get the offer from the university as it takes a while to process the scholarship. It's very easy to get for as long as you meet the minimum requirements, deadlines and fill in the forms correctly (most people screw this part up, surprisingly).
